When to Plant Your Tulip Bulbs:
Plant tulip bulbs in October to December for a colorful spring garden. They can even be planted until Christmas and will still bloom perfectly in the spring. Choose a sunny spot with well-drained soil for optimal growth. Avoid wet areas.
How to Plant Your Tulip Bulbs:
For optimal growth, clear the area of weeds and stones and loosen the soil with a fork or trowel. Plant the bulbs in a hole twice their length, with their pointed end facing up. In warmer climates, plant bulbs deeper than 10 inches to strengthen the stems and prevent them from falling over. Arrange bulbs close together in groups for a more visually appealing display and alternate rows of early, mid, and late blooming tulips for a longer blooming season.

Almost all Darwin Hybrid Tulips have proven to be good perennial so they would be your best bet if you are looking for years of colorful blooms.
